The challenge is to fully take into account the situations of persons with disabilities and to incorporate their needs and concerns into crisis-related adjustments to make responses available to everyone.

This provision is unique to the CRPD: no other human rights instrument spells out in such express terms an obligation on States to protect and safeguard persons with disabilities in situations of crisis and conflict. It will be our argument that the provision operates as something of a game-changer in the field of international humanitarian law (IHL), the area of law that governs armed conflicts.
