This latter point is made quite clear when we look at the enormous range of groups where the number of members is the fundamental element of the group’s power, a point we shall have need to return to later. But ideas sometimes never get turned into action, and so it is that it is usual to aver that the beginning of a group occurs when a number of people are gathered together in a specific location and become aware of each other within that confined space.

If this is the case, it may be that the constraints can be altered or allowed for, or the project may have to be reformed in some other way or abandoned altogether.
